[Deps] update `tap-parser` to v18 #2

when installing tap-finished alongside tap-parser, it currently pulls in 35 additional indirect dependencies, including in an older version of tap-parser, tap-parser@5 which adds 13 indirect dependencies, and object.assign, which adds another 20 dependencies

raise nodejs and browser testing accordingly.
