This PR adds the Mozilla Community Participation Guidelines URL to README.md and CONTRIBUTING.md due to comments like those seen in #2363 (comment), #2311 (comment), #1888 (comment), etc.

Would it be worth creating a CODE_OF_CONDUCT.md file which simply has a link to Mozilla's community guidelines, so GitHub will automatically recommend users to read that file when opening a PR/Issue for the first time?
