MdeModulePkg: DxeCore: Use VirtualSize For Image Records (#786)

## Description

When this patchset was sent to edk2, it was correctly reported that
VirtualSize should be used instead of SizeOfRawData. That patch cannot
be directly cherry-picked to release/202302 because the
ImagePropertiesRecordLib does not exist in this branch. See
tianocore/edk2@1fb6462
for more details.
