Can send messages without webcam

What it says on the tin! Can post messages when webcam is faulty/not plugged in. Seatcamp shows a black box instead.

A bit torn on this, as with the identicons, active community members can actually communicate without losing identity (and have in the past). Nonetheless we do want to discourage people from trying to use the site completely without a camera (but I think meatspace-v2 was too heavy-handed with this). I do plan to make the "your camera isn't working" state more obvious (and work around that damn Chrome bug that sometimes causes the camera to fail randomly), but not sure what the right course of action is for users who choose not to allow (or don't have) a webcam.
