Due to the amount of spam we've been getting on this repo and some other Pydantic repos (see here), i've used GitHub's "interactions limits" to temporarily block new users from creating issues.

Apologies if this causes any issues for people trying to contribute, if you can't create an issue please join slack and ask there.
