告警规则的通知配置建议新增告警收敛 #118

同一个告警异常后不想让它一直发，例如同一个告警发送3次后，增加一个告警收敛功能，可以把告警频率调低，或者同一个告警最多发送几次，没有恢复的告警每天通知一次就行；
