[Telemetry]: Add a Telemetry hook into the shared crypto platform

Feature Overview

Since all crypto usage is routed through the shared crypto binary we should log via telemetry what crypto is being used. This can be used to influence which crypto the shared crypto platform needs to support.

Solution Overview

Use Mu Telemetry Lib to record the crypto usage.
