GHA Create Release Issue workflow fails

The "Create Release Issue" workflow fails, even though all the required fields are added. The workflow fails with: time="2025-01-10 15:05:19" level=fatal msg="Required flags \"type, tag, level\" not set" so it looks like it might be a formatting issue of sorts.

@rjan90 : I am happy to look on 2025-01-13. I have had success running the issue creator from the commandline (e.g., go run cmd/release/main.go create-issue).
