Sleepy Drives save power & last longer

Problem?
Sealed Sectors are billed as "offline storage" yet we pay for disks to spin.

Fix?
Lets take them offline! Auto-assigning a deadline-range to a storage location would shuffle sectors such that drives can sleep for most of the day. This should save XX% of power budget and wears drive bearings less, for longer drive lifetimes.

Needed?

• A box-filling algorithm system that uses the sizes of the deadlines, existing layout, and path sizes to find which moves result in the most optimal arrangement.
• A way to do moves at low network priority.
