Passed Background Check Notification

HR wants the ability to notify facilities if an employee has passed their background check.

Technical requirements:

• On submitted onboarding record page we need a button that says "Notify Background Check Passed"
• This will open a modal that allows HR to select the ITIS and/or Facilities RT to send a comment to
• New POST API endpoint - Server will send RT(s) with record of who submitted notification.
• Submission record stored in additionalData object
• GUI will reflect that notification has been submitted and by whom, button will disappear, and api will not allow resubmit.
