PD voltage negotiation issue in V2.23 RC1 #2056

Describe the bug
Pincel V2 now negotiates to 12 volts after updating to V2.23 RC1, whereas it previously negotiated to 20 volts in V2.22 on the same hardware using a PD changer.

To Reproduce

  1. Using Pinecil V2 purchased from the official website.
  2. Using changer Anker Prime 67W GaN Wall Charger (3 Ports).
  3. Using original red silicone usb-c to usb-c cable.
  4. Flash V2.23 RC1.
  5. Connect a tip.
  6. Connect to the USB-C changer and notice that PD voltage is 12 volts only.

Expected behavior
PD voltage should be 20 volts.

Details of your device:

  • Device: Pinecil V2 purchased from the official website.
  • Release: V2.23 RC1
  • Power adapter being used: Anker Prime 67W GaN Wall Charger
    • USB-C 1 / C 2: 5V⎓3A / 9V⎓3A / 12V⎓3A / 15V⎓3A / 20V⎓3.35A (67W Max)
  • If this is an accelerometer related issue, please include its model number here: No

Additional context
The issue only happens in V2.23 RC1.
The issue does not happen in V2.22.

Hello,
Can you please check which mode you have the PD negotiation set to? You may have it set to conservative or no pps modes.

If that doesn't change anything, can you list out what the pinecil is reading from the charger by holding the front button when powering up to enter the PD debug menu :)
