Toggle application of regularisation to the bias parameters

I think it often makes sense not to regularise the bias parameter with L1 or L2 penalties. Currently, the bias parameters are always regularised. I think it fairly incontroversial that it would be nice to have this toggleable. I'm less certain about what the default should be although I'm partial to letting it be not to regularise the bias parameters.
