determine where to add acceptable use policy to notify.gov, behind the login

when a partner is logged into their account, and needing detail about what's allowed for use, they should be able to easily find their Acceptable Use Policy (AUP)

actions:
create webpage to hold the AUP
add footer nav link, to the AUP webpage, seen behind the login

background: this is related to the Using Notify section, because a partner reviews this policy as part of agreeing and moving forward to live mode.

updated title of ticket, as steven, cathy, and elizabeth agreed to put the acceptable use policy itself on the site. and as well in that thread, all three put in comments about its location – viewable by link from the footer (likely behind the login).
